Participatory Monitoring, Evaluation, Reflection and Learning for Community-based Adaptation

The PMERL Manual helps practitioners to measure, monitor and evaluate changes in local adaptive capacity, for better decision-making in Community-Based Adaptation (CBA) activities.
The approach provides an on-going platform for local stakeholders to articulate their own needs and preferences, beyond the lifetime of a project.

Originally developed by CARE in partnership with the International Institute for Environment and Development (IIED) in 2012 (original version available here), this new shorter and more simple edition has been produced in response to feedback from practitioners.
