  • WHAT IS RILHUB


    The Resilience and Innovation Learning Hub (RILHUB) Philippines is your online platform for learning and reflection and source of knowledge in disaster risk reduction, climate change adaptation, ecosystem restoration and management, and innovations.

    RILHUB works to help people and communities to prepare for and recover from disasters, adapt to climate change effects, develop innovative solutions, and engage with relevant stakeholders in increasing resilience.

    The Philippines is one of the most disaster-prone countries in the world experiencing an average of 20 typhoons each year as well as earthquakes, flashfloods, landslides and volcanic eruptions. Changes in the climate have further led to increased loss of lives, income and impacted crops, livestock and the food security of hundreds of thousands of people.

    Solving these complex challenges around a degrading environment, a changing climate, and increasing disaster risks requires collective action, commitment to learning, and a willingness to break disciplinary and sectoral silos. Integrated Risk Management (IRM) is an emerging approach that attempts to combine the three elements above to develop systematic and comprehensive approaches to responding to increased risks and vulnerabilities. RILHUB further develops and integrates the IRM approach to combine DRR, CCA, EMR across all sectors of Philippines society.

    The RILHUB is a joint initiative of CARE Philippines and CARE Netherlands engaging CARE’s national partners in the Philippines such as the Assistance and Cooperation for Community Resilience and Development, Inc. (ACCORD), Agri-Aqua Development Coalition (AADC) and Citizens’ Disaster Response Network (CDRN).

  • WHAT WE DO


    Create new knowledge

    Building the resilience of poor and vulnerable people and communities includes creating and acting on new kinds of knowledge to analyze problems and design activities. This includes the utilization of both scientific knowledge using various modeling and spatial mapping methods, and local and traditional forms of knowledge that exist among communities.

    RILHUB gathers and synthesizes information, develops case studies and identifies good practices on resilience building from its members in the Philippines through an accessible online platform.

    RILHUB also investigates what types of integrated programming work to meet people’s immediate needs and improve their long-term resilience. A critical component of the hub is partnerships with different national and international knowledge organizations (research institutions and academic departments) to create stronger links between research, action and policy.

    Build capacity of organizations working with communities

    Members of the RILHUB include organizations that have a long-term presence in communities across the Philippines, and are therefore better placed to understand resilience building needs of women, girls, men and boys.

    RILHUB seeks to develop and expand tools, methods and approaches for assessing risks and vulnerabilities, and create training materials on integration of resilience building approaches into ongoing humanitarian and development projects.

    RILHUB provides trainings to members and community-based organizations on using and localizing these tools and methods. It also conducts advocacy, runs campaigns and builds capacities of members and other organizations to inform actions around climate change, ecosystem degradation and disaster risk reduction.

    Provide opportunities to learn and reflect

    Building resilience also means changing behaviors and getting people to do things differently from how they were acting in the past. The challenge of building resilience is often about accelerating learning processes and dialogues for generating meaningful action.

    Communities, government officials, humanitarian and development workers, donors and other key players need to know how to navigate the complex range of plausible futures for managing risks from climate change, disasters and environmental degradation. RILHUB holds regular learning dialogues with multiple stakeholders, including the private sector and government. It creates a virtual space for learning and reflection, and host seminars, lectures, conferences as well as an annual resilience event.

    Develop innovative and scalable solutions

    The RILHUB works with a wide range of actors to develop innovative solutions to the complex challenges of building resilience. It also engages the civil society, private sector, the Academe and Government to develop innovative ideas into applicable solutions.

    The RILHUB also conducts piloting of new resilience building approaches, and integrates technology in both development and humanitarian activities related to IRM.

    The four founding members bring a unique set of capacities and experiences to the RILHUB. The hub builds on ongoing and past projects and activities of the members to further enhance the resilience agenda in the Philippines.

    CARE Philippines is a global leader within a worldwide movement dedicated to ending poverty and known everywhere for its unshakeable commitment to the dignity of people. CARE puts women and girls in the center of its work because poverty cannot be overcome until all people have equal rights and opportunities. CARE has worked in the Philippines since 1949, and is known for its humanitarian responses and longer term development activities.     Assistance and Cooperation for Community Resilience and Development, Inc. (ACCORD)

    Assistance and Cooperation for Community Resilience and Development, Inc. (ACCORD)

    ACCORD is a non-profit civil society organization that works in partnership with the least-served, most vulnerable communities in the Philippines on resilience building activities. Working in hand-and-hand with poor communities, people’s organizations, local governments and other civil society organizations, ACCORD works to harmonize approaches to climate change adaptation, disaster risk reduction and environmental protection. ACCORD has a long history of jointly developing and implementing projects together with CARE. Learn more about ACCORD


    Agri-Aqua Development Coalition (AADC)

    Agri-Aqua Development Coalition (AADC)

    AADC was founded in 1994 by 120 people’s organizations and cooperatives on the island of Mindanao, and works to improve the lives of poor and vulnerable fisherfolks and farmers in the region. It builds coalitions of communities and people’s organizations to build and advocate for people’s well being. AADC operates on the principles of consensual decision-making, collective claim making, and unity based on solidarity.


    Citizens’ Disaster Response Center (CDRC)

    Citizens’ Disaster Response Center (CDRC)

    CDRC is a non-government organization set up in 1984, that works on improving preparedness to disasters, mitigating disaster risks, and providing emergency relief and rehabilitation to those affected by disasters. It promotes community-based disaster management and operates nationwide through a network of regional centers affiliated with the Citizens’ Disaster Response Network (CDRN) and through people’s organizations. The CDRN is a network of 17 disaster management and social development agencies from Luzon, Visayas, and Mindanao.
