If you want to develop your barangay early warning system for floods, it should be taken in the context of the Tullahan River basin” was the expert piece of advice that Susan Espinueva gave to the group that was seeking PAGASA’s technical assistance. That was in July 2013.
Ms. Espinueva was then Chief of the Hydrometeorology Division of PAGASA. Barangay Potrero in Malabon City was planning to improve its early warning system (EWS) as part of enhancing the community’s preparedness, and the Partners for Resilience program was keen on providing ample support.

Rain or shine, there are floods in Malabon. News on television has frequently shown Malabon with above ankle-deep flood water due to high tides even during clear skies and good weather. During the typhoon and monsoon rains, of course the situation worsens considerably.
In 2009 during Typhoon Ondoy (Ketsana), residents of Barangay Potrero in Malabon were startled that the water kept rising faster than normal and eventually reached the second floor of some homes. Some 6,000 families were affected. Some of these were trapped inside structures, in need of rescue support and emergency provisions. Three years later in August 2012, the same communities were again affected by floods due to heavy monsoon rains that lasted for several days.
The largest of Malabon’s 21 barangays is Potrero. With a population of around 54,000, it has been one of the most affected by the worst floods in the city. Sections of the barangay lie along the downstream of Tullahan River that stretches from Quezon City to Valenzuela City. Runoff starting from upstream La Mesa Dam in Quezon City, heavily silted and clogged Tullahan River and the frequent occurrence of high tides further contribute to the frequent floods in the area.
Potrero is one of the seven urban barangays where the Partners for Resilience (PfR) has been operating the program since 2011. It was specifically chosen because it is susceptible to floods and the affected populations mostly belong to the urban poor. The PfR program engages the Potrero barangay local government to enhance its preparedness for emergency response and work towards disaster risk reduction incorporating climate change and ecosystems management and restoration.
The road to September 2013
In the ensuing discussions with PAGASA, the group settled that to work on the EWS of Potrero it has to deal with the current status of EWS for floods in the river basin and the affected stakeholders. The Tullahan River basin covers Quezon City and the CAMANAVA area – the cities of Caloocan, Malabon, Navotas and Valenzuela.
All five cities contend with the problem of floods especially in the communities that lie along or are near the Tullahan River and its waterways.
While each has ways and actions to manage the risk, the general picture is that they do not necessarily link together to address the problem. There are EWS facilities that line the river at different points. These are basically water level and rain gauges. The La Mesa Dam Authority notifies LGUs and the public on the level of dam water. PAGASA consolidates the information that is generated from some of the EWS facilities and can make these available to LGUs. Pumping stations, river walls, dikes and other protective structures have been built in selected areas to protect specific segments of areas that are high-risk to floods. Each city issues alerts and warning based on information they are able to access.
“The floods are a problem caused by several factors in the river basin. Why don’t we call a meeting of the cities, concerned agencies and other groups who have a stake in drawing up solutions?” Once again, Susan Espinueva was forwarding sound guidance.
In September 2013, PAGASA and PFR spearheaded the first meeting of stakeholders to discuss issues on EWS for Quezon City and CAMANAVA. PAGASA defined the scope of the Tullahan River basin and traced the flow of floodwaters from upstream passing through the five cities and exiting at Manila Bay. It also showed the existing facilities for drawing up the river basin-wide EWS and pointed out that the work still has to be done to have an integrated EWS for the whole river basin. And this needs the participation of the various stakeholders.
The LGUs attended, all represented by their DRRMOs. Other agencies like the MMDA, DILG-NCR which issues the guidelines for the DRRM plans of LGUs in Metro Manila, NDRRMC which manages a big DRR project for UNDP, Ipo and La Mesa Dam authorities participated to share how they were contributing to the provision of information and shared experiences relating to flood risk management. The meeting ended on a positive note that the discussions would continue towards harmonizing the EWS for the Tullahan River basin.

The partnership gains momentum
The partners’ initial step was to survey the long stretch of Tullahan River, and see the river situation and the existing EWS facilities. In the debriefing, each partner also shared how they are doing flood mitigation measures through projects and programs within their geographical boundaries. The group also visited the Pampanga Flood Forecasting and Warning System to look at a model of an integrated EWS for a river basin that gathers information, processes this and issues warnings based on the result of the data analysis. One of the good insights that came out of these activities is that the participants themselves appreciate the continuing dialogues. They even proposed that for purposes of continuity and understanding, the same individuals be officially assigned to sit in these coordination meetings.
The most recent gathering they took part in was the presentation of the results of the risk assessment covering the whole Tullahan River basin. They expressed that information sharing that serves to enrich their basis of risk reduction actions are very much needed.
For Malabon and Valenzuela, a step further was taken when they concurred and got involved in the tree planting in the upstream La Mesa Watershed. The location is beyond their geographical boundaries and yet they recognize that this is a mitigation action that will definitely benefit their communities in terms of improved urban forest cover and protected watershed or source of water for the metropolis residents.
Moving forward
Let us look at other organized groups of LGUs who have the good practice of working together to reduce the risk of floods and other hazards and learn from them,” was the common call in the last gathering of these stakeholders in September 2014. It was a year after the initial meeting of stakeholders in the Tullahan river basin. The risk assessment was done by a group composed of individuals knowledgeable in history, biology and environmental science. More and more, they are convinced that they need multi partnerships and multi disciplines to proceed with a good analysis of the risk situation they are facing and hence need the same methods to forward an integrated plan or solutions to pursue in their next steps.

The sight that greeted the rare visitor to Barangay Langaon was unexpected, and inspiring. Men and women, including some elderly, were busy repairing the hanging bridge known as Kalawahig-1. Some were erecting two concrete posts where steel cables of the bridge will be re-anchored. Some were replacing the wooden planks. Some were gathering rocks from the riverbed and piling them into an embankment that will strengthen the bridge’s foundation. Two days ago, the bridge was washed out by a flashflood spawned by typhoon Pablo (Bopha).
Typhoon Sendong (Washi) damaged the Kalawahig-1 suspension bridge that connects barangay Langaon to “the outside world.” The bridge was already in a state of disrepair prior to Sendong. The flooring was made of bamboo. The sides were unprotected and anybody, but most especially children, could easily fall into the river. The bridge was in urgent need of repair as the community could not bring their farm produce to the market, could not safely access relief assistance and basic services, and could not bring in basic commodities.
In March 2012, CARE worked with the community to undertake minor repair of the bridge, as part of the cash-for-work activity. Cyclone wires were installed on the sides of the bridge to prevent people from falling into the river. Rotting bamboo were replaced to strengthen the flooring. Community members were jubilant, feeling safer as they cross the bridge every day, to go to the market, and in general to do business with the outside world.

A follow-up CARE emergency response project provided another opportunity to further strengthen the bridge. It was built on the initiative of a local NGO, Green Mindanao, which constructed a concrete foundation for a new bridge, but could not afford complete rehabilitation. CARE provided thick steel cables, wooden planks, cyclone wire, nuts and bolts, and other materials to complete the bridge through another cash-for-work activity. In August 2012, the new bridge was completed. In no time, not only people were crossing the bridge but even motorbikes laden with produce. The bridge was affording people safe access to goods and basic services. It was also encouraging people to increase agricultural production and livelihood activities as the people can now safely transport farm inputs and farm produce.
On 5 December 2012, barangay Langaon lost its hanging bridge to a big flashflood triggered by typhoon Pablo. The news was very difficult to accept. According to Langaon residents, Ugiaban Bridge one kilometer upstream got clogged and formed a temporary dam. When this temporary dam burst, it unleashed a huge wall of water that reached up to the Kalawahig-1’s flooring. The residents of Langaon watched helplessly as a huge wall of water washed away their bridge. The Kalawahig-1 was built substantially higher than the original precisely to prevent it from being overtopped by floodwaters.
The Langaon community was able to retrieve all the bridge’s materials – the steel cables, the wooden planks, the nuts and bolts, the cyclone wires. With their meager resources, and without waiting for external assistance, the community started rebuilding their bridge.
“We appreciate very much the support we received from ACCORD and CARE and their donors. Such support enabled to rehabilitate our bridge. The damage caused by Pablo is a setback. Slowly maybe, but surely we will rebuild the bridge, because it is our bridge. More valuable than the material support we received from ACCORD and CARE is the confidence developed in us that by working together, we will be able to recover from the disasters that have affected us,” declared Barangay Chair Martin Tanio, as he showed the several kilograms of tie wire, the few bags of cement, and the few pieces steel reinforcement bars he bought using funds contributed by community members.
Kalawahig-1 was built through a project partnership amongst CARE, ACCORD and RMP, with funding support from the European Commission Humanitarian Aid and Civil Protection department (ECHO), AXA Philippines and Metrobank Foundation. Barangay Langaon is in Baungon municipality, Bukidnon province.
The people and the leaders of Langaon demonstrate the indomitable spirit of the poor and vulnerable, who aspire to make their communities more resilient. A visit to Langaon in October 2013 showed that the community, on its own, has restored the Kalawahig-1 bridge, their own bridge.

The climate outlook for June-August 2020 was based on PAGASA Climate Forum. This contains the compiled relevant climate information for INCREASE areas and are sent to each specific municipality. This paper presents the feedback of several groups of stakeholders from Caloocan, Malabon, Navotas, Valenzuela, Quezon City, and the City of Manila on the Final Report of the Manila Bay Sustainable Development Master Plan (MBSDMP).
Throughout August of 2019, CARE and ACCORD, through Partners for Resilience, conducted focus group discussions in six barangays, three cities, and two Water Quality Management Area (WQMA) bodies. The goal was to familiarize Manila Bay stakeholders with the MBSDMP and gather feedback from them to help ensure that the concerns and recommendations of those who may be affected by the master plan are brought to the fore. Participants were composed of community members, sectoral representatives, barangay and city local government units (LGUs), and members of the San Juan River System (SJRS) and Malabon-Navotas-Tullahan-Tinajeros River System (MANATUTI) WQMA.
The consultations consisted of one-day sessions per area, with two main parts: in the first half of the session, facilitators presented the fundamentals of Integrated Risk Management and the Rights-Based Approach before presenting the contents of the MBSDMP itself; in the second half, participants were divided into several focus groups to discuss and provide feedback on the MBSDMP.
In this paper, the results of the consultations are organized into:
A. General feedback on and cross-cutting issues affecting the MBSDMP
B. Specific feedback on each of the eight measures outlined in the MBSDMP

The global pandemic known as the coronavirus disease 2019 (COVID-19) has affected millions worldwide. Presently in the Philippines, the number of cases continues to increase with 9.90% positivity rate and 1.85% mortality rate. The most vulnerable population is comprised of the elderly, those with comorbidities such as diabetes, hypertension, or those who are immunocompromised such as people living with HIV, as well as frontline workers in health and essential businesses.
Health system capacity has improved but continues to face challenges. The country currently ranks 20th in the John Hopkins case monitoring dashboard in terms of the country with the highest number of COVID-19 cases. The number of new cases remains variable with a recent spike following a 2-week decline. The Department of Health (DOH), however asserts that the health system has made significant progress not only in improving recovery rates and reducing COVID-19 mortality, but also in increasing hospitals’ capacity to serve suspected/ confirmed COVID-19 patients.
Currently, there is some 42.1% occupancy rate in wards, ICU, and isolation bedsfor COVID-19. Critical health facilities are now more equipped to provide better care to patients compared to during the early stages of the pandemic. However, testing and contact tracing capacity needs to be sustained to accurately
reflect the health situation. On September 2, the national government launched its official contact tracing app – staysafe.ph, while Local Government Units (LGU) also initiated individual contact tracing strategies/app in their respective communities.
The Philippine government utilized a public health-centered approach in mitigating the spread of the virus. Medical response includes strengthening health capacity by recruiting additional 20,000 health professionals, improved and expanded research capacity, and improved health care facilities and care protocols. Community quarantines include imposition of curfew, ban on mass gatherings, closures of schools or congregations, work suspension, and modified work arrangements.
COVID-19 has resulted in severe socio-economic consequences. The response to the pandemic transmission has negatively impacted the economy. Since March 2020, more than 3.3 million workers have lost their jobs. Unemployment rate is at 10% as of July 2020 which is double the rate of 5.4% last year of the same month. The loss of livelihood and lack of income opportunities has limited the access of the poorest families to food, water, and health services, and increased their reliance on aid. Some 7.6M reported involuntary hunger due to the crisis.10 School suspension displaced learners, barred access to supplementary feeding, and increased care work for women. Moreover, the affected population articulated increased feelings of anxiety and distress due to the continuing uncertainty of the situation. The pandemic situation shows disproportionate impact of the pandemic to women, children, and the most marginalized sectors of society.
The Philippines remains at risk to disasters and climate change impacts. The country ranks 3rd in the World Risk Report of 2018 and 5th in the Climate Risk Index of 2019.12 Tropical cyclones account for the largest disaster-related loss in the country. Some 20 tropical cyclones occur in the Philippine Area of Responsibility (PAR) per year. At least 6-9 incidents make landfall causing damage to urban and rural communities. Due to climate change, recent historical data in the country show that stronger typhoons are becoming even more frequent. Degraded ecosystems also exacerbate the impacts of the hazard. Moreover, cyclones are often accompanied by concurrent hazards including floods, flashfloods, and landslides. It also interacts with seasonal and climatological changes including monsoon seasons and El Nino Southern Oscillation (ENSO) phases. The typhoon season has already started. Typhoon Vongfong made landfall in May 2020. It was the first typhoon to hit the country this year. It affected almost 400,000 individuals and destroyed shelter, livelihoods, and health facilities. Emergency response activities were complicated by the ongoing quarantine measures and social distancing protocols. The experience from Typhoon Vongfong showed the need to integrate minimum health standards to better prepare for similar hazard events.
On 14 June 2020, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) announced the start of the rainy season. The climate outlook shows that that there is more than 50-55% chance of La Nina either late October or November 2020 which may last through the first quarter of 2020. Above normal rainfall incidents can also be expected in the same period, particularly in December. Moreover, a total of 9 to 12 tropical cyclones are expected to enter the Philippine Area of Responsibility (PAR) until the end of the year. The onset of La Nina will cause tropical cyclones to form nearer land, thereby increasing the chance of landfall.
Capacities are stretched, and resources are dwindling. The whole country was placed under State of Calamity since 16 March 2020-12 September 2021.17 The protracted response due to COVID-19 has depleted resources of the government, private sector, and Civil Society Organizations. LGUs affected by the pandemic have already exhausted their Local Disaster Risk Reduction and Management Fund- Emergency Response Fund (LDRRMF-ERF) and have realigned their development funds to provide food assistance, conduct awareness-raising activities, and supplement health equipment and services. Medical and government front liners have provided continuous health and social services.
With the advent of the Typhoon season alongside the continuous COVID-19 response, there is a need to revisit plans to better manage risks and increase response capacities. Contingency plans (CP) can be reviewed to update risk assessments, integrate Infection Prevention and Control (IPC) protocols, and improve response arrangements. Other government plans including the DRRM Plans, Annual Investment Plans (AIP), and Comprehensive Development Plans (CDP) may also benefit from the review process.
The Contingency Planning Checklist is an attempt to summarize experiences from the ground into a diagnostic tool that supports the integration of COVID-19 protocols and lessons from the ongoing response into existing Contingency Plans. It is a list of recommendations across multiple sectors that can serve as an entry point in the CP updating process.

Ti daga ket biag. Land is life.
This quote is a truism that the indigenous people of the Cordillera have asserted time and again as they struggled to develop and live in the mountainous terrain that has been their homeland since time immemorial. By living closely with their environment, they have been able to accumulate indigenous knowledge and practices that guide every aspect of their lives. These practices and knowledge such as the appearance of a certain animal or plant, the behaviour of pets, the color of the sky and many others that signal the occurrence of a certain phenomena have also been pivotal in helping them cope with and bounce back from hazards and disasters they have faced throughout the years. However, the changing climate has made it difficult for the communities. They have struggled to apply the knowledge that has served them well for a long time. Today, very rare is the instance where the appearance of a certain migratory bird can signal the onset of strong rains or a typhoon.
Sitio Mangagew is just one of the 12 communities in the Cordillera where the Partners for Resilience (PfR) programme is being implemented. From the town proper in Bokod, Benguet, it can be reached by a two hour hike or an hour’s drive through a muddy, rutted road that is impassable during the rainy season. It is mainly inhabited by the Ibalois, one of the major ethno-linguistic groups in the Cordillera.
The community members derive their livelihood from planting rice and other vegetables, the majority of which are rain-fed. But recently, the community has reported a steady decline in rice and vegetable production due to the lack of rains leading to reduced water supply especially during the summer months. Based on climate projections for the region, or the years 2020 and 2050, rainy seasons will be wetter, summers will be drier and the whole year will be hotter 0.9 degrees Celsius. Climate change has also escalated the uncertainties in the communities’ agricultural production as the increased occurrence, intensity, and length of rainfall events—which consequently increase erosion rates, trigger landslides, and make certain crops susceptible to diseases—have impacted crop production in the community.
These climate projections, in combination with the indigenous knowledge and practices of the community and ecosystem information have been the starting point for the Cordillera Disaster Response and Development Services (CorDisRDS), a local partner of CARE Nederland, in implementing the PfR programme. The approach by CorDisRDS has been to supplement scientific information with local knowledge in all steps of implementation from the community risk assessment to contingency planning at the local government level in order to gain a comprehensive picture of the local situation. The climate projections in particular have been especially important in designing small-scale mitigation (SSM) projects for the communities. SSM projects are interventions that aim to reduce vulnerabilities through strengthening, diversifying or protecting livelihoods.
For Sitio Mangagew, due to the observed decrease in water supply and long-term projection of drier summers, CorDisRDs and the community agreed to build a communal water system as their SSM. The aim of the project was to provide a steady supply of water that can be used for both irrigation and domestic purposes thereby strengthening agricultural production. After consultations and planning with the local government unit and peoples’ organization, work began. A site was carefully selected ensuring that no damage will be done to the environment.

Materials were carried four kilometres and the whole community relied on their traditional practice of “gamal” or cooperative endeavour to provide labour.
Since the water source was located two kilometres away and one had to pass through a river to reach it, the plastic pipes needed to bring the water to the community were fastened to steel cables that stretched from the water source across the river to the sitio center. The community worked steadily for one month while balancing their economic activities in order to complete the project. Even the families who were not direct beneficiaries pitched in. Finally, on September 2014, the community installed the final plastic pipe. It took two months of hard work but the hope of having a steady water supply was closer to reality.
Today, the community is enjoying the benefits of their hard work. The water system is fully functional and is being used for irrigating the newly planted rice.
“We are very thankful to CorDis RDS and CARE through the PfR programme for providing us support to construct our water system. Our sitio is rarely visited by other people. At first we were hesitant to participate in the project because we had a hard time understanding the concepts being introduced. We felt that our practices were enough to protect us from disasters but we soon came to understand the importance accepting new ideas because our traditional knowledge may not be applicable all the time. ” said Victorio Agustin, a village leader, while proudly showing the completed tank full of water to be distributed to the different households.
It is always a challenge when working with a community that has a deeply-rooted belief system because they may be hesitant to accept new ideas and concepts thinking that their own traditional knowledge is sufficient. But Sitio Mangagew is an example of how the scientific data including climate projections and ecosystem data in conjunction with indigenous knowledge and practices can be effectively used to build safer and resilient communities.

Arsenio came in the front door of the two-storey barangay hall. He is searching for a familiar face in the reception area where we sit casually waiting for respondents to be interviewed. The tall and dark man with a strong physique, extended his arm for a handshake as we introduce ourselves as the team who will conduct interviews for the shelter assistance evaluation. He smiled gently, slightly moving the stitch marks of an inch long scar on his right lower right cheek. Arsenio Degamo is the barangay chairman of the local government of Barangay Nahawan, Clarin, Bohol province.
ACCORD’s team in the Bohol Earthquake Response sought the barangay LGU’s help in identifying respondents for key informant interview session. He came to ensure that we were able to find the people we need for the interviews, even to the extent of fetching them from their houses with his motorcycle. Barangay officials that were in the barangay hall were also equally helpful.
During an informal sharing of some lessons learned from the entire emergency response, the team shared about various kinds of interaction that we experienced with barangay LGUs.
Barangay Nahawan LGU stood out as one of the most supportive and active LGUs that the team worked with. The barangay officials are actively providing suggestions and support in conducting the house damage assessments, shelter materials and cash distributions, and house repairs.
There are more examples of outstanding local governments and their officials that have dedicated significant efforts, time and resources in responding to emergencies or reducing disaster risks in their communities. Of course, there will always be examples of local governments that may have not yet realized the importance of implementing an inclusive and participatory DRR. Some leaders may have narrow personal interests. Some may also be overwhelmed by the competing priorities and resources.
Nevertheless, public authorities, in general, are integral and primary actors in disaster risk reduction (DRR) and emergency response (ER). Humanitarian and other civil society organizations (CSO), on the other hand, provide valuable support in building the capacities of communities against disasters. Both are duty-bearers, entrusted with power and resources, to provide the required services from them in upholding the rights of the vulnerable and disaster-affected populations.
Many of the DRR and ER projects engage with the local governments. Usually, in the general logic of the project which starts from the activities (for example, “conduct community risk assessments”) which will then result to the desired outcomes (“communities have increased safety from climate-related hazards”), some good governance practices of LGUs, at least favorable to the project, are usually assumed from the very start of the project.

They are part of the “Assumptions and Risks” on which the whole logical intervention chain hangs (“Local government units are cooperative and willing to conduct disaster risk reduction”). Nevertheless, in all phases of all DRR or ER projects, a certain degree of good governance practice is assumed from local governments. LGUs are involved disaster risk reduction activities such as community risk assessments, trainings, contingency planning, hazard mitigation activities, public awareness, and mainstreaming of DRR into the local development plans. In emergency contexts, LGUs are involved in the selection process to identify direct beneficiaries of emergency assistance, and the facilitation and monitoring of various relief and recovery activities.
DRR and good governance are separate but mutually supportive objectives. Increasing the capacity of local governments and community members in DRR contributes, albeit indirectly, to the practice of good governance. On the hand, DRR provides a concrete context on which good governance principles can be applied. On the other hand, good governance is important, if not necessary, in making DRR successful, together with other development objectives. One can find in ACCORD’s set of training manuals on DRR that good governance practices are also incorporated in the principles, methods and procedures, such as the use of rights based approach as a framework and lens for DRR, inclusive and participatory methods in risk assessments, and so on. As UNDP puts it, “Governance is the umbrella under which disaster risk reduction takes place.”
Thus, it is also important to increase knowledge and capacity for governance. It should also be clear that governance not only involves local governments, but it also equally involves civil society and marginalized citizens.
It follows that governance objectives and its corresponding performance indicators should be carefully monitored and evaluated, both qualitatively and quantitatively. Monitoring and evaluation of DRR projects, on the other hand, focus on the impact, including both outcomes and outputs, of the projects on the beneficiary communities as a whole. However, one would notice that some, if not many, of the governance objectives, which are general in nature, coincide with DRR ones. For example, a governance indicator on awareness of citizens on their rights, such as the following, “Marginalized citizens’ understanding of their own rights and the challenges or vulnerabilities they face,” is done by CSOs, including ACCORD as a strong adherent, in training sessions on rights-based approaches, that recognizes the capacities of vulnerable communities to know, understand and assert their rights for proper and adequate services in reducing their risks against disasters. There are various and appropriate methods that can be used for monitoring DRR and governance: qualitative interviews and focus group discussions, quantitative surveys, community audits, etc. It is important to remind ourselves that what gets measured gets managed. Understanding the results of our interventions, it is necessary to do monitoring and evaluation of DRR and governance. This will contribute to a possible eventual institutionalization of good DRR and good governance practices. Of course, there are other fundamental factors in society that affect governance and risks to disasters of communities, such as technological backwardness, great economic disparity, narrow political interests, and cultural subservience. Nonetheless, stories like that of Barangay Chairman Arsenio will not remain as isolated cases of good individuals doing the right things because there will be, at least, a possible influence of the institutionalized DRR and good governance practices to public authorities, civil society, marginalized and other stakeholders.

If you asked her if she thought of herself as a humanitarian hero, the shy and unassuming Nay Belen would probably tell you, “Di naman (Not really).” But indeed she is. She is one of the products of the ACCORD model to disaster risk reduction – building the capacity of the most vulnerable so that they themselves can work towards strengthening their resilience. From beneficiary to community volunteer to full-time staff, Nay Belen is an archetype of someone empowered to serve others like her.
Vulnerability
Evelyn Asaldo, fondly called Nay Belen, is a native of Calabanga, Camarines Sur, She has been married to her husband Edwin since 1982; their union has been blessed with 8 children. She helps her husband, a fisherman, by making pawid (nipa shingle). Combined, they make up to PhP 150.00 (around US $3.50) per day. It was a happy but difficult life. They really had to work themselves to the bone just to make ends meet.
In 2006 came Reming (international name: Durian), one of the strongest typhoons the Philippines has ever experienced. With wind speeds reaching up to a maximum of 320 kph, the storm washed out and totally damaged their house.
She considers herself fortunate to be chosen as a beneficiary of three successive projects CARE Nederland and Assistance and Cooperation for Community Resilience and Development (ACCORD) in partnership with the Disaster Preparedness Programme of the European Commission’s Humanitarian Aid and Civil Protection department (DIPECHO) implemented in the aftermath of Typhoon Reming. But it was ACCORD’s fortune that Nay Belen was willing to be more.

Knowledge
The three projects under DIPECHO focused on strengthening the risk reduction capacities of schools, local authorities, and high-risk communities like her own. This included the conduct of several trainings by ACCORD in their barangay, which seemed to have quenched her thirst.
She has always had a thirst for knowledge. Not satisfied with merely attending trainings, Nay Belen volunteered as a community facilitator. She helped the staff not only in preparing visual aids and other workshop materials but more importantly in encouraging her neighbors and friends to attend.
Seeing that Nay Belen had potential, the staff asked her to undergo further training as a community facilitator – and that training was in front of teachers. She recalls, “I prepared well for my session on evacuation center management, but I still buckled down in front of them.”
It took an ACCORD staff pulling her into a room and telling her that she already knew these things which the teachers still have to learn to steel her nerves. She came back, continued, and aced her first workshop session.
Courage
In 2011, after five years, the ACCORD projects in the area were ending. As one of the trained community facilitators, Nay Belen was absorbed into the structure of the municipality. The new mayor of Calabanga had committed to continue the disaster risk reduction initiatives started by ACCORD. Nay Belen served as a community organizer in the municipal solid waste management program.
One year later, ACCORD contacted her and offered her a job as full-time staff. Nay Belen recalls, “I could not believe it myself. Why me? Can I do it?” They told her that they wanted her because she had lots of initiative and familiarity with the organization’s model. With the blessing of her family, she accepted and left the province of Camarines Sur for the first time in her life.
She was first assigned to Isabela province for the Scale Up Build Up Project (SUBU), which aimed to build on and replicate the successes of the earlier projects in partnership with DIPECHO. This was then followed by an emergency response project in Malinao, Aklan for those affected by Typhoon Yolanda in partnership with the United Kingdom’s Disasters Emergency Committee (DEC).
She felt pangs of loneliness at times, saying that “I was happy because not everyone is given the chance to serve in other areas, but it was also hard to be away from your family.”
Nay Belen soldiered on though, and she found capacities she never thought she had. She experienced coordination work. “At first, I was intimidated at having to talk to the mayor and the municipal disaster risk reduction and management officer. But they were very kind and accommodating, so those fears went away.”
She was also assigned to do validation of beneficiaries’ selection and monitoring of shelter repairs. “I enjoyed it, because I was able to go house to house and meet people like me. To be able to help them was a blessing.” She did a lot of walking under the heat of the sun, riding the habal-habal (motorcycle with an extended seat for an extra passenger) into mountainous areas, and crossing rivers. Volunteers in the area who went with her would exclaim, “Ang bilis mo Nay! (You are too fast).”
Gratitude
She gives a lot of credit for what she has achieved to the rights-based approach taught by ACCORD in its trainings. “When it was first discussed with us, I cried. They told us that everyone has the capacity to be part of community development. It doesn’t matter if you did not finish college as long as you are willing and open to new ideas. It really resonated with me,” she shares.
She experienced it first-hand in how the staff treated her. Nay Belen recalls, “They did not treat me differently. They gave me lots of encouragement and always answered my questions when I was not sure of what I was doing. That motivated me to always give my best.”
Leadership
At 52 years old, Nay Belen is an example that age doesn’t matter. She did not finish high school but she managed to pass the Alternative Learning System (ALS) test last year, which earns her the equivalent of a high school diploma. She has also been trying to learn working with computers, though she admits that her speed in typing leaves much to be desired.
She has just recently left the organization to handle family-related concerns. But she says that she is willing to return once asked, saying that “ACCORD helped mold me. I want to show them that despite my age, my learnings can still be put to good use – in the service of others. ”

Teaching is undoubtedly hard work. But for teachers in a small school that is flooded for at least three months in a year, the challenges are even more complex.
Such are the circumstances of the elementary and high school teachers in Barangay Maharlika, one of the river barangays of Talacogon in Agusan del Sur province. Talacogon is part of the Agusan marsh, which serves as the catch basin of the Agusan-Davao plain in Eastern Mindanao. With its geographic location, communities along Agusan River like Barangay Maharlika experience slow-onset and prolonged flooding during the months of December until March.
Maharlika Elementary School and its adjacent Maharlika High School have both five teachers, covering 204 and 58 elementary and high school students, respectively.
Travel to schools from the municipality’s Poblacion, around 25 kilometres away, normally takes two hours. Travel is by hired habal-habal (motorcycle) going to a small wharf in Barangay La Flora, and from there, a one hour and 30 minutes boat ride. During flooding season, Agusan River swells and transforms La Flora and other barangays along the river into a huge lake.
Mrs. Bennel Joy Vistal, the Head Teacher of Maharlika Elementary School said that teachers went through a lot of adjustments when they were assigned in the school. To be away from their family, to fit in the community’s language and culture, and work with insufficient school budget, were some of the struggles they had to deal with at the start.

But the most challenging part of their job, according to Ma’am Joy, comes during the flooding and typhoon season. For one, teachers like her who do not know how to swim are afraid of the water and have to be extra careful. Ma’am Joy recalls that, despite being at the community for almost nine years, her knees would shake after riding a small canoe – the usual mode of transportation available. There was an instance when a boat capsized and a fellow teacher nearly drowned, had it not been for community residents who rescued her in time.
Annually, for three months, land in the barangay is practically out of sight. Flood water, usually rising up to 20 feet high, would inundate the classrooms and turn the whole school grounds into a huge lake. Typhoon Agaton, which was experienced early this year, brought more rains than the previous years and caused the flood to rise up to 30 feet high. Frequent flooding would leave damages to school buildings, fixtures like chairs and tables, and learning materials.
Despite these difficulties, the teachers are happy with the strong ties and good relationships they have with the community and their students. Respect, trust, and solidarity are some of the values that the school teachers, students, and parents share as one community. The parents helped construct the floating cottages to house the teachers who are not residents at the barangay but would stay during the flooding season. Those who have houses that are big enough willingly offer to accommodate the children and use their houses as temporary classrooms.
Conducting the classes in floating houses would require teachers’ creativity, according to Ma’am Joy. They need to keep in mind that a floating house with too many children inside may capsize. This would mean less movement and classroom activities for have to be limited to story-telling and “desk work.” However, there are no desks and chairs, the students would all sit on the floor designated by their teachers.
It also helped that the schools and the community are part of the DRR Program of CARE Nederland and its partners ACCORD and AADC – the Scale Up, Build Up Project which concluded last year, and the Partners for Resilience Project which is being implemented until next year. Ma’am Joy shared that the lessons they learned from capacity-building activities contributed to their heightened awareness on the risks that they are facing and provided them clear directions in addressing these risks. These learnings are important and timely for them, now that the hazards are becoming more extreme and more frequent. Through the discussions and workshops on integrating disaster risk reduction in their School and Community Improvement Plan, they were able to identify the measures to improve their conditions. The floating cottages for teachers were, in fact, conceived during one of their planning workshops. Floating cottages were made stronger to withstand strong winds during typhoons. They also realized that school investments for development like putting up structures should be well-planned, with the main consideration on the situation of the community. They have built a concrete fence in the past, only to be damaged by frequent flooding and typhoon. They now plan to use bamboos for the fence instead.
Communicating the risks and influencing the community to deal with the concerns related to disaster risk reduction, ecosystem management and restoration, and climate change adaptation are also some of the roles that the teachers are taking on. Classroom discussions now include lessons on DRR, EMR, and CCA to bring these concepts into the consciousness of the young students.
The schools plan to have mobile boats for the students. They are also thinking to have more “dormitory-type” cottages to house the children who are coming from far-flung areas in the barangay. Planting bamboos with the community is also one of the activities that the schools want to do.
Although the municipality of Talacogon plans to relocate the residents in the future, the community and the school have to go with the flow of rising waters whenever the Agusan River swells.

The sweetest reward is a resilient community. This is how Mayor Evelyn Yu summarized her experience working with CARE and partners. She is the municipal mayor of Calabanga in Camarines Sur, a municipality that is frequently battered by strong typhoons.
Mayor Yu was first elected for the said position in 1998. Barely a few months into office, Typhoon ‘Loleng’ (Babs), categorised by PAGASA as one of the strongest tropical cyclones, hit the Philippines on October 21-26, 1998. It was also considered as one of the top five typhoons which caused the heaviest damage in Southern and Central Luzon.

Before this, like any other local government unit, the municipality of Calabanga did not give much attention to disaster preparedness and mitigation. Their knowledge and experience were limited to the conduct of emergency response during a typhoon’s aftermath. Disaster reduction, mitigation and preparedness were still out of the picture.
When Mayor Yu was re-elected in 2004, four tropical cyclones (Unding, Violeta, Winnie and Yoyong) hit the Luzon area in a span of 18 days from November 16 to December 2. Typhoon Unding gravely devastated the Bicol region, including Calabanga and its poorest barangays along the coastal areas.
This devastating event motivated Mayor Yu to prioritize disaster risk reduction, and started the partnership between CARE and the LGU of Calabanga. The partnership started through a CARE relief project, followed by DRR that built on the initial emergency response.
Mayor Yu is one LGU executive who immediately supported the follow-up DRR projects of CARE. She exhibited genuine interest for disaster preparedness as she sat all throughout the training sessions conducted for municipal officials and staff. She was very different from other officials who were only present during the opening activities.
She directly headed the development of the municipality’s contingency plan and actively participated in drills. She also joined the community as they planted mangrove seedlings along the banks of San Miguel Bay. She generously provided various kinds of support for the project, including the allocation of funding for all three phases of ACCORD.
On her third and last term as Mayor of Calabanga, she is confident that their community already has the capacity to handle emergency situations and carry-out measures to reduce disaster impacts. Towards the last stretch of the ACCORD projects, Mayor Yu fully supported the move to mainstreaming DRR and CCA in the local development planning processes in order to sustain what has been achieved in the last seven years.
Led by Mayor Yu, Calabanga earned the distinction of being the first municipality in Camarines Sur to have developed a municipal contingency plan that is linked to community contingency plans.
The municipality is expanding and sustaining its successful mangrove reforestation activities in the coastal communities of Cagsao, Sibobo, Sabang, and Punta Tarawal, and has started reforestation of upland areas, realizing the risk reduction and ecosystem services these reforestation activities provide. The mangrove reforestation, especially in Cagsao has earned so much recognition that it has become a learning and tourism destination. It has also opened new partnerships for similar undertakings and has been considered a favourite spot for outreach activities of various colleges and universities in Bicol. The project has also influenced other municipalities surrounding San Miguel Bay to replicate the said mangrove reforestation project.
Recognizing the link between disasters, climate change and environmental degradation, the municipal government has come up with resolutions supporting BDRRMC of Bgy. Sibobo’s opposition to quarrying in the barangay, and opposing the planned magnetite mining in San Miguel Bay. The municipality has also led the establishment of a fish sanctuary in San Miguel Bay.
The municipal government has consistently supported the capacity building of community facilitators as a means for sustaining DRR in the municipality. Now, community facilitators include the staff of their Sangguniang Bayan members, the municipal administrator, fire marshalls, health officers and staff, among others. They have replicated DRR capacity building of communities and schools not covered by the ACCORD projects.
Aware of the need to sustain DRR, Mayor Yu and other LGU officials are allocating funds for the replication of the ACCORD experience until all 48 barangays of Calabanga has been covered. Earlier, the municipal government has been incorporating DRR activities in the Executive Legislative Agenda and allocating funds for these activities. In 2011, the municipality embarked on mainstreaming DRR in the Rationalized Planning System.
As a partner in the Food Facility Project, the municipality also gained experience in incorporating DRR in livelihoods, by applying DRR mainstreaming in project cycle management. The municipality, through its DILG officer, has also included DRR and solid waste management topics in regular orientation programs conducted for newly-elected barangay officials. No one can doubt Calabanga’s achievements in terms of improving the DRR capacities of the communities. In fact, Mayor Yu has been invited in numerous national and international gatherings to share their DRR practice in Calabanga. Other municipalities also expressed their interest in learning from Calabanga’s experience by inviting members of municipal government to discuss DRR programs.
As a result of DRR mainstreaming, the municipality of Calabanga has been awarded the Gawad Kalasag, a recognition given to LGUs who exhibited good practices in DRR.
But according to Mayor Yu, while the awards make them doubly proud, they are still mere decorations. What they have learned cannot be bought by money. The key to sustained risk reduction activities is the raised awareness of the ordinary people – about preparedness and taking care of the environment. As such they have already been given the tools to help reduce the adverse effects of typhoons, floods, and storm surge that hit the municipality’s coastal barangays and, in more recent years, even the Poblacion barangays.
“The best accomplishment is to be able to share to others what we have learned; to become instrumental in building more resilient communities in the years to come,” stressed Mayor Yu. That, for her is what mainstreaming is all about: to be able to have DRR into the consciousness of local executives and staff who take it upon themselves to govern for their people.
